From what I`ve read Arsenal carry a very large and obviously expensive medical staff.

Like the rest of the medical world it`s hard to prove if they function efficiently or not, it`s a bit of a closed shop based on so called ` professional ethics`, in laymans terms a `cover up`. It`s easy to imagine that professional pride and politics could hinder the process of getting players back into the game in a reasonable time. Also, it seems that diagnosis is a problem so Wenger and his management have to wait an eternity to make a decision on a player, they are in the hands of the medics. Some are carrying problems that may never be fixed but they hang around on salaries that border on being vulgar for months .

Again, like hospitals to search it out and take action is extremely difficult.

Maybe they should start by reducing the semi professionals on the payroll and working their way back from there, but I`m no expert.
